  1. Preheat your oven to 350°F (175°C).
  2. In a small saucepan, melt the butter over medium heat.
  3. Add the flour and whisk continuously for about 1 minute until bubbly and lightly golden.
  4. Gradually pour in the milk, whisking constantly to prevent lumps. Cook for about 3-4 minutes until thickened.
  5. Reduce heat to low, then add the shredded cheese, paprika, garlic powder, salt, and pepper. Stir until melted and smooth.
  6. On a large baking sheet, spread out the crispy nacho chips in a single layer.
  7. Sprinkle shredded cheese over the chips.
  8. Pour the nacho cheese sauce over the chips.
  9. Scatter the diced tomatoes, black beans, and jalapeños over the cheese-covered chips.
  10. Sprinkle green onions and cilantro on top.
