  2. Make the Cheese Sauce: In a saucepan, melt the butter over medium heat. Stir in the flour and cook for about 2 minutes, creating a roux. Gradually whisk in the milk, ensuring there are no lumps. Continue to whisk until the mixture thickens, about 5 minutes. Add the Parmesan cheese, Dijon mustard, and nutmeg, stirring until smooth. Season with salt and pepper to taste.
